THE STATE PROGRAM FOR PROVIDING YOUTH WITH HOUSING HAS BEEN EXTENDED UNTIL 2023

By its decision, the Government of Ukraine has extended the State Program for Housing Youth until 2023. With this support, amendments were made to the Resolution of the Cabinet of Ministers of Ukraine №967 of October 24, 2012. The text of the document with changes is posted on the website of the Verkhovna Rada of Ukraine. The Youth Housing Lending Program is administered by the State Fund for Support of Youth Housing Construction.

The Government's decision provides a legal basis for providing young families across the country with their own housing on much more favorable terms than those offered by banking institutions. The next step towards achieving this goal should be the financing of the youth housing program within the limits provided by the budget requests of State Fund for Support of Youth Housing Construction.

The problem of providing young people with housing remains one of the most pressing for Ukraine, its unresolved state is one of the reasons for the migration of Ukrainian youth abroad. After all, most young families do not have the economic opportunity to gain access to the housing market without state support. According to the State Statistics Service, more than 657,000 citizens are registered with local authorities on housing, more than 68,000 of them are young people. In addition, as of July 1, 2020, 7,513 applications of citizens for participation in the State Program for Youth Housing for 2013-2020 were registered in the open registers of the State Fund for Support of Youth Housing Construction.

During 2013-2020 (as of July 1, 2020) in accordance with the State Program for Youth Housing for 2013-2020, UAH 1 billion 10.6 million was financed, including UAH 317.6 million from the state budget , from local budgets - UAH 693 million.

Due to these costs, 2,237 preferential long-term loans were issued to young families and homogeneous young citizens for construction (reconstruction) and purchase of housing.

At the same time, it should be noted that in 2015-2020 there were no expenditures on housing loans for young people from the general fund of the national budget of Ukraine. The program was financed from local budgets and a special fund of the national budget (authorized capital of State Fund for Support of Youth Housing Construction).

The social demand for such lending is significant. The great need determines the need for both the extension of the Program and the resumption of its funding from the national budget.

"We welcome the decision of the Government to maintain an effective mechanism for providing young people with housing by providing preferential long-term housing loans," said Serhii Komnatnyi, Chairman of the Board of State Fund for Support of Youth Housing Construction. - We are waiting for no less important decisions on the renewal of state youth housing lending with sufficient resources from the state budget. After all, today the left-wing private program is loaded by local budgets for this program. "

"With proper financing of housing loans for young people," said the head of State Fund for Support of Youth Housing Construction, "we will take important steps to preserve the demographic potential of our country, the development of the national construction industry and related industries, creating additional jobs in construction and related industries, increasing tax revenues to the state and local budgets ".

After all, the program of youth housing lending is economically beneficial for both citizens and the state, because it provides for the use of funds paid by program participants to repay loans to provide new loans from a special fund of the national budget.
